I did this in X but you will be able to do it in the other versions as well.

Tube of your choice
1. Open the “SweetAngelsDesigns_YingYang” and duplicate it and close out the
original one.
2. Now open the tube that you want to use if you haven’t done this already. And
resize it if need be, I resized the tube that I used to W: 236 H: 427 yours may
differ from mine because you need to size it so it is slightly larger than the
Ying Yang.
3. Now copy and paste it onto the canvas that you just duplicated that has the
Ying Yang.
4. Grab your dropper tool and select a light color and a dark color from your
tube, ( right click to put one as the foreground, and left click for the
background, put the light color as the foreground, this will come in handy later
when you do your text.)
5. Now grab your magic wand tool, and use these settings:
Mode: Add(Shift)
Match Mode: RGB Value
Tolerance: 20
Contiguous: checked
Feather: 0
Anti-Alias: unchecked
Now make sure the layer “Right side” is active on your layer pallet, and click
the black areas, now flood fill inside of the marching ants with your
light color. Now select none. And do the same with the “Left side” layer but
flood fill it with your dark color.
6. Now grab your magic wand tool and using the same settings as before, make the
“right side” layer active and this time you are going to click on the inside of
the outline, and on the inside of the small circle. Now go to selections –
modify expand by 2 and add a new raster layer… flood fill it with your dark color. And
select none. Now move this layer below the outline. Merge down. Now you are
going to do the same thing with the layer named “ Left side” but flood fill it
with your light color. you may need to grab your mover tool to move the pieces
so they fit better together. So as of right now the top layer should be the
tube, then the light outline with the dark backing, and then the dark outline
with the light backing, and a blank layer.
7. Now hide your tube layer, and the bottom layer, and merge visible.
8. Now add your text, and put your stroke width at 3.0 And create your text as a
vector. Once you have your text, use the nodes to enlarge it if need be. And
place it where you want it. You want your text kinda big so it will be easier to
glitter later on.
9. Now grab your magic wand tool, and click on the inside of the small circle
and on the outline of the small circle, and you need to flood fill them
according to the colors, on the light side.. flood fill it with the dark color,
and on the dark side, flood fill it with the light color.
10. Now using your magic wand, click on the outline of the Ying Yang, so you
should have marching ants around the outline and the small circles.
11. Click on the text layer on the layer pallet, and now click on the outline of
your text so you have the marching ants around the text.
12. Now go to Adjust – Add/Remove noise – add noise and use these settings:
Gaussian ticked
Noise :40 %
Monochrome: Checked
13. Now make the Ying Yang layer active, and add noise with the same settings.
14. Select none.
15. Now copy merge it over to AS and paste it as a new animation
16. Now Back in PSP click your undo button about 4 times, this will remove the
noise on both layers, and repeat step 12, but change the noise to 45%. And
select none. And Copy merge it over to AS and paste it “After Current Frame”.
17. Now repeat what you just did in PSP but change the noise to 50%.
Now animate your tag and save it and your done.
